If Lance Armstrong tested positive for EPO in 1999 why didn't he lose hid title like Floyd Landis did?

What's the difference between the two? If the lab mishandled the samples how could that show a positive test? If Armstrong doesn't trust the lab to retest why not have a lab he trusts do the test to clear his name once in for all? Doesn't that in itself prove his guilt?
