Do Car Dealerships make you buy a certain Insurance Package?

when you buy a car from them. I'm trying to figure out if my brother is paying $400 month as a package deal with his insurance, or if he's paying it separately. He doesn't talk about these things, so I am apprehensive to ask him. Is this a common thing, for a dealership to require you to get full coverage before a bank finances your car?
