Tax dependency help! If Mother is claimed by older brother, is younger brother his dependent by default?

None of this matters. It doesn't matter who claims who. You only need to provide your mom's income on your FAFSA. The only reason you'd ever have to report your brother (or anyone else's income) would be if they legally adopted you and obviously that can no longer happen since you're over 18.
