Plz read this story and answer me?

my sis live in CA she has a kid of 5 years he goes to a school i pre k she is so upset after — A teacher at Oakland’s Markham Elementary School has been suspended indefinitely after school officials said a pair of second-graders performed acts on each other in cl – with the teacher present.she moved his son from a public school to home schooling bcz she says they are not safe in any privt or public school.....i am also home schooled so don'nt knoe much about public schools ...can any body tell me do these kind of stuff always happens in a public school or teachers are not responsible for students moral or carecheters values plz in detail tell me do all kids do the same in elementry school or it was the teacher fault??
